17 Jul District Attorney Matt Ballard Named the 2025 Outstanding District Attorney

OKC, OKLA, July 17, 2025 – District Attorney Matt Ballard awarded the 2025 Outstanding District Attorney trophy at the District Attorney Council (DAC) Summer Conference.
District Attorney Matt Ballard received the David L. Moss Memorial Award for Outstanding District Attorney, and his first assistant district attorney, Joy Thorp, received the Mitch Sperry Memorial Award for Outstanding Prosecutor.
Ballard and Thorp received the prestigious recognition based on nominations from colleagues in the criminal justice system.
Ballard’s nomination in part says, “Matt is a kind and thoughtful district attorney who cares deeply for his community. He is a selfless leader who sees public service as his way to make Oklahoma a better place for every citizen.”
Thorp was nominated because “Joy has persisted and endured in prosecuting difficult and onerous cases. She meets with countless victims, always upholding Marsy’s Law and the Victim’s Bill of Rights. She is the best of us.”
The awards were first announced during an Oklahoma District Attorney Association (ODAA) meeting.
The Oklahoma District Attorneys Association (ODAA) mission statement:
For more than 50 years, the ODAA has been dedicated to strengthening the integrity of the state’s prosecutorial system and enhancing public safety by supporting Oklahoma’s district attorneys, ensuring a fair, effective, and accountable criminal justice system that protects our communities.
