Judge formally sentenced Roy Neil Shoop to a total of 25 years in prison for rape and lewd acts on young girls. Also $30,000 in fines.
He must be on the sex offender registry for the rest of his life and have no contact with his victims.
The prosecutor read victim impact statements written by two of Shoop’s victims saying in part “You have ruined my life and took my love for riding horses and being part of your family. I looked at you as a Godly person and a strong Christian who baptized me but that changed (when you raped me). You broke my trust in the church. I felt betrayed, hurt, and angered because of what you did to me. I am scared to leave my house out of fear of seeing you or your followers. For years you have made up rumors about me and my family which has made living a normal life difficult and fearful.”
Another victim told Shoop in her written statement “It’s scary knowing that something that I kept to myself for so long is now out in the open. It’s even more scary that there are people out there that don’t believe victims. It’s not only your innocence that gets taken away from you, it changes your perspective on life. I feel like I don’t know who I can trust, who is actually a Man of God or who isn’t. I am thankful that justice was able to be served and I have people who love and support me. A true man of God would never do this.”
District Attorney Matt Ballard praised the girls’ bravery saying they stood up against a bully and a predator and told the truth. “Shoop had no right to bully and gaslight and violate his young victims all while holding himself out to be some pillar of the community.”
Jury Unanimously Convicts Inola Pastor Roy Shoop of Rape and Lewd Acts

A jury found Roy Neil Shoop guilty of rape by instrumentation (child under 14) and two additional counts of lewd or indecent acts (child under 14).
The jury came back with a 35-year prison sentence and $30,000 in fines.
- Rape by instrumentation – DOC 20 years (85% crime)
- Two (counts of lewd or indecent acts to child under 14 – DOC 15 years
- All sentences to run consecutively (one after the other)
Multiple victims testified about the abuse suffered at Shoop’s hands.
The jury deliberated for just over six hours following the week-and-a-half trial.
Shoop is the pastor of the Cowboy Gatherin’ Church in Inola. He and his wife Diana Shoop both trained children to compete in rodeo events including barrel racing and roping.
After hearing the jury’s verdict Shoop was immediately taken into custody and booked into the Rogers County jail. His formal sentencing will come at a later court date.
