23 members of Law Enforcement from seven Northeast Oklahoma agencies checked the compliance of 250 registered sex offenders over a four day period spanning 2,100 square miles of the District Attorney’s District 12:  Craig, Mayes and Rogers counties.

District Attorney Matt Ballard says  “Sex offenders must be held accountable.  It’s a safety issue for every one of us especially the most vulnerable who most often fall victim to these predators.  The majority of offenders registered in my district were found in compliance and that’s good news.  Every one of them now know there’s a new way of doing things in this district involving strong police and prosecutor cooperation which can only help reduce sexual victimization.”

Operation STOP (Strategically Targeted Offenders Program) resulted in four arrests and there are approximately 20 warrants pending on sex offenders who could not be contacted in the field and have not responded to the door hangers instructing them to contact District Attorney Matt Ballard’s Office within 24 hours.  Several of those were later cleared as living in compliance outside of District 12.  The  investigation into the whereabouts of several sex offenders registered but missing in the district continues.  Anyone with information regarding a convicted sex offender who may be out of compliance should contact law enforcement in the city or county where the offender is known to be living.

Two arrests were made during Operation STOP Wednesday May 4, 2016:
Rogers County – Jimmy Robert Weeks (arrested: failure to register as a sex offender, bond set at $100,000)
Craig County – John D. Lockett (arrested:  warrant out of Cherokee County)
Rogers County – James Carrol Keils  (arrested:  violation of sex offender registry sex offender in a safety zone)  Task force members report finding Keils camping out in a tent in a State park.
Mayes County – Barry W. Brautigan  (arrested:  driving under suspension at time of compliance check and larceny)

Ballard says  “Operation STOP was a huge undertaking involving intricate coordination and long hours for every officer involved.  23 members of law enforcement checking compliance on 250 sex offenders in our community, in just four days, was nothing short of extraordinary.  Residents should be very proud of the men and women dedicated to protect and serve here.”

Compliance checks on convicted sex offenders include whether they are properly registered on the Oklahoma Sex Offender Registry (https://sors.doc.state.ok.us/svor/f?p=119:1:11201914761975 ) as required, whether they are living at the registered address and if that address violates any restrictions regarding proximity to schools, parks, daycare centers, minors or other sex offenders.

Operation STOP law enforcement partners include Rogers County Sheriff’s Office, Mayes County Sheriff’s Office, the Police Departments in Pryor, Claremore, Catoosa, Oologah and District Attorney Investigators.

The Operation STOP Task Force will remain active going forward targeting people who pose a danger to residents in the area including those involved in drug manufacturing or dealing, burglary rings and sex crimes.
